Agency warns against frauds in Europe-bound bike exports

Vu Ba Phu, deputy director of the department under the Ministry of Industry and Trade, told a seminar here last Friday on countervailing measures to protect local production that the falsification of certificates of origins was a big risk for local bicycle manufacturers.

A senior official of Vietnams Competition Administration Department has raised alert against the falsification of certificates of origins of bicycles bound for the European Union now that anti-dumping tariff against Vietnamese bikes has been lifted.

"Fraudsters from a third country may falsify origins of bicycles as being made in Vietnam to enjoy the low tariffs. If Vietnam has no effective mechanism to prevent the frauds, local bikes may be imposed anti-dumping tax again," he said.

He highlighted the issue with bike makers one day after the Ministry of Industry and Trade had held a meeting with enterprises in HCMC to discuss risks in international trade, one of which being the falsification of origin certificates.

"Vietnam bike manufactures have chances to slowly recover their production (after the punitive tariff is lifted). They may need about one year for that because they had suffered big losses due to the antidumping measures," Phu said.

The 34.5% anti-dumping measures against Vietnamese bikes bound for the EU since 2005 lapsed on July 15 this year, but Chinese bicycles still suffer the 48.5% duty, Phu stressed.

In 2005, Vietnams bike exports to EU reached US$101 million, bringing jobs to 210,000 workers in the industry. However, the anti-dumping tariff imposed by EU against Vietnamese bicycles pulled the exports down to US$1.1 million in 2009, causing a loss of more than 200,000 jobs, according to statistics from the Competition Administration Department.

Actions to manage and prevent trade frauds are in need to protect genuine local producers, Phu said, adding that some traders may import bicycles from China and other regional countries for re-export to the EU to earn quick bucks.

Phu called for cooperation among relevant authorities, including his department, anti-smuggling and trade fraud inspection agencies, the Vietnam Chamber of Commerce and Industry charged with issuing COs, along with Vietnam Bicycle and Motorcycle Association (VBMA). This interdisciplinary working group is expected to compare local bike manufacturers productivity and their exports in a certain period of time to uncover frauds.

"Local producers have to be proactive in detecting frauds and reporting to the Competition Administration Department to protect themselves," Phu added.

Phu also warned about a potential fraud that some producers from other countries will build factories with no real production in Vietnam only to obtain real COs for their products manufactured elsewhere.
