The Japanese Government will invest in nine key infrastructure projects in Southeast Asia, including five in Vietnam under the framework of a public-private partnership (PPP) initiative, a local media reported.
East - West Avenue in Ho Chi Minh City, an infrastructure project financed by Japanese ODA.
The Nikkei Daily reported these projects, with an estimated combined cost of JPY 900 billion (US$1.16 billion), include an international airport, a coal-fuelled power plant, an industrial park, and general urban development in Vietnam; water supply construction in Vietnam, Malaysia and Indonesia; a highway in the Philippines; and a waste-processing facility in Indonesia, , adding that the Japanese Government plans to begin detailed feasibility studies in October 2010.
According to the Nikkei, the Japanese Government hopes to boost Japans infrastructure-related exports through public-private partnerships, as suggested by the Japan Business Federation, better known as Nippon Keidanren. To provide the necessary funds for building roads and other social infrastructure, which often require large long-term investments, it is considering tapping into its official development assistance (ODA) programme. The Japan Bank for International Co-operation (JBIC) may also offer financial support.
The Japanese Government will also resume overseas investment and loans from the Japan International Cooperation Agency (JICA), and wants to help water departments in Japanese municipalities develop overseas water businesses.
In June, the Japanese cabinet adopted the goal to nurture public-private partnerships for infrastructure-related project abroad into a market worth JPY 19.7 trillion by 2020 as part of its new economic growth strategy.
